...FLOOD WARNING NOW IN EFFECT UNTIL 7 PM CDT THIS EVENING...

* WHAT...Flooding caused by excessive rainfall continues.

* WHERE...A portion of southern Illinois, including the following
counties, Franklin, Hamilton, Jackson, Jefferson, Johnson, Perry,
Pulaski, Union, Wayne and Williamson.

* WHEN...Until 700 PM CDT Sunday.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Low-water
crossings are inundated with water and may not be passable.

* ADDITIONAL DETAILS...
- At 817 AM CDT, Even though the heavy rain has ended,
substantial flooding continues across much of the warned
area. Between 5 and 9 inches of rain have fallen since the
start of the event on Wednesday. Additional light rainfall
amounts up to one tenth of an inch are possible in the warned
area.
- Some locations that will experience flooding include...
Carbondale, Marion, Mount Vernon, Herrin, West Frankfort,
Murphysboro, Benton, Du Quoin, Pinckneyville, Carterville,
Fairfield, Anna, Johnston City, Mcleansboro, Christopher,
Jonesboro, Vienna, Rend Lake Area, Sesser and Zeigler.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

...FREEZE WATCH IN EFFECT FROM LATE MONDAY NIGHT THROUGH TUESDAY
MORNING...

* WHAT...Sub-freezing temperatures as low as 25 to 30 degrees
possible. Everyone should see a 32 degree low or close to it.

* WHERE...All of southern Illinois, southwest Indiana, western
Kentucky, and southeast Missouri.

* WHEN...From late Monday night through Tuesday morning.

* IMPACTS...Frost and freeze conditions could kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing.

Take steps now to protect tender plants from the cold.

...The Flood Warning is extended for the following rivers in
Illinois...

Big Muddy River near Plumfield affecting Franklin and Williamson
Counties.

.One more round of moderate rainfall is expected today before we
begin to dry out. The Big Muddy River will rise above flood stage
this afternoon and crest next week.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Caution is urged when walking near riverbanks.

Motorists should not attempt to drive around barricades or drive
cars through flooded areas.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

NOTICE...

* WHAT...Moderate flooding is forecast.

* WHERE...Big Muddy River near Plumfield.

* WHEN...From this afternoon until further notice.

* ADDITIONAL DETAILS...
- At 10:00 AM CDT Saturday the stage was 18.1 feet.
- Forecast...The river will rise above flood stage this
afternoon to 28.5 feet early Monday morning. It will then
fall Tuesday evening. It will rise to 28.1 feet early
Wednesday afternoon. It will then fall again but remain above
flood stage.
- Flood stage is 20.0 feet.
- Flood History...This crest compares to a previous crest of
28.6 feet on 05/02/2017.

Attorney General issues guidance on reproductive rights in Illinois

Illinois abortion

(WSIL) -- Attorney General Kwame Raoul released new guidance to ensure the public and members of law enforcement understand Illinois' legal protections for abortions.

Attorney General Raoul’s office released  a free online resource. 

The guidance explains that Illinois law protects the right to have an abortion and treats abortion like other kinds of health care. The Attorney General also issued a  to clarify that Illinois law does not criminalize abortion.

Raoul’s “Know Your Reproductive Rights� is now available on the Attorney General’s website. 

Raoul’s guidance provides answers to common questions related to reproductive rights in Illinois. In short, Illinois law protects the right to access safe abortion services even if the U.S. Supreme Court overturns Roe v. Wade. Abortion rights in Illinois include:

  • The right to an abortion regardless of gender identity, sexual orientation, immigration status, race, ethnicity, disability status or other protected characteristic.
  • No set time limit on abortions. Patients should talk with their health care providers about their individual circumstances to decide what treatment options are best for them.
  • Health care, including abortion and other reproductive care, for residents of other states.
  • The right to an abortion for individuals under the age of 18.

In addition to clarifying the law for Illinois residents, Raoul’s office issued a letter to law enforcement throughout the state explaining that Illinois law does not allow the prosecution of pregnant women for terminating their pregnancies. The letter further clarifies that Illinois law also prohibits law enforcement from interfering with individuals� right to use or refuse reproductive health care.
