The National Weather Service in Paducah has extended the

* Flash Flood Warning for...
Franklin County in south central Illinois...
Johnson County in southern Illinois...
Pulaski County in southern Illinois...
Williamson County in southern Illinois...

* Until 900 PM CDT.

* At 427 PM CDT, Local law enforcement reported thunderstorms
producing heavy rain across the warned area. Between 5 and 8
inches of rain have fallen. Additional rainfall amounts up to 0.5
inches are possible in the warned area. Flash flooding is ongoing
or expected to begin shortly.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Law enforcement reported.

IMPACT...Flash flooding of small creeks and streams, urban
areas, highways, streets and underpasses as well as
other poor drainage and low-lying areas.

* Some locations that will experience flash flooding include...
Marion, Herrin, West Frankfort, Benton, Carterville, Johnston
City, Christopher, Vienna, Rend Lake Area, Sesser, Zeigler,
Crainville, Cambria, Royalton, Energy, Goreville, Mounds, Hurst,
Valier and West City.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Be aware of your surroundings and do not drive on flooded roads.

...FLOOD WATCH REMAINS IN EFFECT THROUGH SUNDAY MORNING...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of southern Illinois, including the following
areas, Alexander, Edwards, Franklin, Gallatin, Hamilton, Hardin,
Jackson, Jefferson, Johnson, Massac, Perry IL, Pope, Pulaski,
Saline, Union, Wabash, Wayne IL, White and Williamson, southwest
Indiana, including the following areas, Gibson, Pike, Posey,
Spencer, Vanderburgh and Warrick, western Kentucky, including the
following areas, Ballard, Caldwell, Calloway, Carlisle, Christian,
Crittenden, Daviess, Fulton, Graves, Henderson, Hickman, Hopkins,
Livingston, Lyon, Marshall, McCracken, McLean, Muhlenberg, Todd,
Trigg, Union KY and Webster, and southeast Missouri, including the
following areas, Bollinger, Butler, Cape Girardeau, Carter,
Mississippi, New Madrid, Perry MO, Ripley, Scott, Stoddard and
Wayne MO.

* WHEN...Through Sunday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Low-water
crossings may be flooded. Extensive street flooding and flooding
of creeks and rivers are possible. Area creeks and streams are
running high and could flood with more heavy rain.

* ADDITIONAL DETAILS...
- Flash flooding and flooding caused by excessive rainfall is
expected. Radar estimates and spotter reports confirmed many
locations already having received between 4 and 10 inches,
with
locally higher amounts. Additional moderate to potentially
heavy
rainfall is expected tonight across portions of western
Kentucky
with lighter amounts elsewhere. These amounts and resultant
flooding
creates a particularly dangerous situation.

You should monitor later forecasts and be alert for possible Flood
Warnings. Those living in areas prone to flooding should be prepared
to take action should flooding develop.

...The Flood Warning is extended for the following rivers in
Illinois...

Big Muddy River near Plumfield affecting Franklin and Williamson
Counties.

.One more round of moderate rainfall is expected today before we
begin to dry out. The Big Muddy River will rise above flood stage
this afternoon and crest next week.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Caution is urged when walking near riverbanks.

Motorists should not attempt to drive around barricades or drive
cars through flooded areas.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

NOTICE...

* WHAT...Moderate flooding is forecast.

* WHERE...Big Muddy River near Plumfield.

* WHEN...From this afternoon until further notice.

* ADDITIONAL DETAILS...
- At 10:00 AM CDT Saturday the stage was 18.1 feet.
- Forecast...The river will rise above flood stage this
afternoon to 28.5 feet early Monday morning. It will then
fall Tuesday evening. It will rise to 28.1 feet early
Wednesday afternoon. It will then fall again but remain above
flood stage.
- Flood stage is 20.0 feet.
- Flood History...This crest compares to a previous crest of
28.6 feet on 05/02/2017.

Cocktails to go: Pritzker signs bill allowing pickup, delivery of drinks

SPRINGFIELD (WSIL) -- Illinois Governor JB Pritzker has signed legislation allowing bars and restaurants to sell cocktails for pickup and delivery.

passed the General Assembly in May. Illinois now joins 34 other states with similar policies.

Under the legislation:

  • Cocktails can only be delivered in a sealed, labeled container with a tamper-evident cap or seal by an employee of the liquor license holder who is over the age of 21 and trained in responsible alcohol service.
  • Cocktails may not be delivered via a third party delivery app.
  • Cocktails can only be delivered after an employee verifies the age as well as the level of intoxication of the consumer.

“Restaurants and bars are beloved businesses in so many of our communities and also some of the hardest hit from the COVD-19 pandemic,� said Governor JB Pritzker. “This legislation will provide these businesses with a critical tool to bring in additional income until they can safely and fully reopen their doors once more. As we move forward, I am fully committed to taking every action available to us and pursuing all resources at the state and federal level to support this critical industry.�

The legislation also delays late fees and liquor license fees for businesses who suspended operations due to COVID-19.

House Bill 2682 takes effect immediately.
