The health department says they are investigating the incident and working to determine if the individual had significant contact with other people.

The violation of the self-isolation order comes just one day after a judge , whose district includes Richland County. The ruling granted a restraining order to temporarily block Governor JB Pritzker's extension of the stay-at-home order set to take place on May 1.

The restraining order granted to Bailey only exempts him from the stay-at-home order and does not apply to all Illinois residents. Illinois Attorney General Kwame Raoul's office has filed an appeal.

A was filed Wednesday by State Representative John Cabello (R-Machesney Park) and is worded to apply to all Illinois residents.
