Pritzker unveils ‘Restore Illinois� plan

CHICAGO (WSIL) -- Illinois Governor JB Pritzker unveiled a road map Tuesday for the state to return to normalcy.

'Restore Illinois' consists of five phases and divides the state into four regions: northeast, north central, central and southern Illinois. Each region can reopen based on COVID-19 positivity rates and hospital surge capacity.

According to Gov. Pritzker, phase two began on May 1, meaning the earliest each region can open is May 29. During this phase, non-essential businesses can reopen for curbside delivery or pickup, and residents must wear face coverings in public settings when social distancing is not possible.

In order to advance to phase three, a region must be at or under 20% positivity rate. In addition, the rate cannot increase more than 10% in a 14-day period.

Other requirements include hospital admissions stabilizing or decreasing for 28 days and at least 14% of ICU beds and ventilators in the region must be available.

Barbershops and salons can reopen under phase three, as can limited childcare and summer programs. Pritzker says public health gatherings or 10 people or less will be allowed.

Under phase four, testing is expanded in the region regardless of symptoms or risk factors. Restaurants, bars and schools can reopen in this phase, under guidelines from state health officials.

Pritzker warns that if these guidelines aren't meant, it could cause the state to lose progress.
