Springfield, IL - Illinois State Police were in the Capitol building Wednesday to execute a search warrant at House Speaker Mike Madigan's office related to a sexual misconduct investigation against a former state representative, according to the Speaker's office.
A spokesman for the Speaker says the office received a complaint on November 19, 2018 alleging sexual harassment between an employee and former state representative. According to the Speaker's office, Madigan directed his legal counsel to inform the alleged perpetrator they were prohibited from any contact with employees from his office and from visiting the Capitol complex.
The Speaker's office found the allegations to be credible in February of 2019 and requested the Secretary of State's Police ban the former lawmaker from entering the Capitol complex without an escort, according to the spokesman. The following month, the Speaker's office received more information about the allegations. According to a media release, Speaker Madigan called the Sangamon County State's Attorney reporting information about the possible criminal misconduct. The State's Attorney suggested Madigan's office provide all information to Illinois State Police.
The spokesman says ISP contacted Madigan's office on January 24, 2020 to request a file with information collected for the investigation. On January 27, the spokesman says Madigan's Chief Counsel contacted the Counsel for Illinois State Police to offer cooperation and discuss protocol for sharing the documents.
Friday's media release says the Chief Counsel made several attempts to contact the State's Attorney on January 28 and 29 to discuss how Madigan's office should cooperate, but there was no response. Illinois State Police executed the search warrant at the Speaker's office on Wednesday to "expedite receipt of documents related to the allegations." The spokesman said the documents were immediately provided.
Madigan's office says the alleged victim was notified of the search warrant the following day.
"I remain committed to protecting the victim and will see this matter to its conclusion in order to ensure the victim's safety," Madigan said in a statement. "My office has taken significant steps to strengthen the process for filing a complaint of sexual harassment. I remain committed to better protecting employees and ensuring a safe and supportive workplace for all."
