Investigations at Choate Mental Health Developmental Center lead to five arrests

ANNA (WSIL) -- Two monthslong investigations into possible aggravated battery at the Choate Mental Health Developmental Center have ended in arrests.

Illinois State Police say five people have been charged in connection with the investigations.

The first began in January, when the Illinois State Police (ISP) Division of Internal Investigation was called to Choate to investigate the possible aggravated battery of one of the facility's residents.

Staff with the Illinois Department of Human Services (IDHS) requested state police return in May for another incident of possible aggravated battery to a resident.

After investigations involving IDHS, and led by ISP, the Union County State’s Attorney's Office secured indictments September 30.

“The dedicated men and women of the ISP Division of Internal Investigation are committed to conducting investigations which identify criminal misconduct in state facilities,� stated ISP Colonel Jamal Simington. “It is imperative those who reside and work at these institutions are able to enjoy a safe environment which contributes to the best quality of life, free of any wrongdoing.�

In connection with the January 2020 incident:

Kevin Jackson, an employee of the Choate Mental Health Developmental Center, was charged with aggravated battery, a Class 3 felony. Jackson, 38, of Carbondale, was arrested by state police October 6 and taken to the Jackson County Jail. Bond was set at $30,000, with 10% to apply.

In connection with the May 2020 incident:

Bobby L. Lee, an employee of the Choate Mental Health Developmental Center, was charged with aggravated battery, a Class 3 felony. Lee, 33, of Marion, was arrested by state police October 6 and taken to the Williamson County Jail awaiting extradition to Union County. Bond was set at $30,000, with 10% to apply.

Dalton Anderson, an employee of the Choate Mental Health Developmental Center, was charged with aggravated battery, a Class 3 felony. Anderson, 29, of Jonesboro, was arrested by state police October 6 and taken to the Union County Jail. Bond was set at $30,000, with 10% to apply.

Mathew Wiseman, an employee of the Choate Mental Health Developmental Center, was charged with aggravated battery, a Class 3 felony, and obstructing justice, a Class 4 felony. Wiseman, 28, of Marion, was arrested by state police October 6 and taken to the Union County Jail. Bond was set at $30,000, with 10% to apply.

Johnny Brimm, an employee of the Choate Mental Health Developmental Center, was charged with aggravated battery, a Class 3 felony, and obstructing justice, a Class 4 felony. Brimm, 40, of Jonesboro, was arrested by state police October 6 and taken to the Union County Jail. Bond was set at $30,000, with 10% to apply.

The Class 3 aggravated battery felony carries a possible sentence of 2-5 years in prison. The Class 4 obstructing justice felony carries a possible sentence of 1-3 years.
