City of Paducah starts construction on Riverfront Infrastructure Improvement project

PADUCAH, Ky. (WSIL) -- If you are in Downtown Paducah anytime soon, you are going to start seeing some construction along the riverfront.

The City of Paducah has started construction with their Riverfront Infrastructure Improvement Project (BUILD Grant) on Thursday.

Jim Smith Contracting crews are starting with installing construction fencing on the riverside portion of the floodwall on November 21, focusing their efforts in the area between North 2nd Street and Executive Boulevard.

This area of fencing will house some equipment for contractors.

The construction is part of the Paducah Riverfront Infrastructure Improvement Project, or also known as the BUILD Grant Project.

The City of Paducah detailed the project which includes a riverboat excursion pier, transportation enhancements and improvements to the river side of the floodwall between the Paducah-McCracken County Convention & Expo Center and Broadway.

The Paducah Government detailed the following impacts to the public at the riverfront...

  • The Harrison Street floodwall opening will be a construction entrance only and closed to the general public.
  • The floodwall openings at Executive Boulevard and at the intersection of North 2nd Street and Madison Street will be open to the public.
  • The Greenway Trail along the riverfront will remain open for pedestrians and bicyclists.
  • Vehicular traffic will not be permitted to drive along the riverfront between the transient dock area and the parking area behind the Holiday Inn Paducah Riverfront.

The closure will also not affect any access to the Holiday Inn Paducah Riverfront, Walker Hall, the Convention Center complex or the transient dock, the city stated.

The city will receive $10.4 million for the BUILD Grant otherwise known as the Better Utilizing Investments to Leverage Development Grant, which is a Riverfront Commons project which includes the following...

  • Riverboat Excursion Pier and Plaza - The Riverboat Excursion Pier and Plaza was identified in the 2007 Riverfront Master Plan as one of many projects to enhance Paducah’s riverfront. The pier will provide a docking point for the riverboats that visit Paducah. Currently, visitors disembark and must climb a steep slope from the Foot of Broadway in order to access the downtown area. The installation will provide a safer and easier transition from boat to land, allow for more secure riverboat dockings, and move the disembarkation point out of the flow of traffic at the Foot of Broadway.
  • Bike, Pedestrian, and Broadband Linkages - Bike, Pedestrian, and Broadband Linkages will include the development of a multi-use path from 6th Street along Park Ave/3rd Street into downtown to aid in the movement of pedestrian/bike traffic from the Convention Center/Dome to downtown. Key intersection improvements, including curb extensions, wayfinding, bus shelters and crosswalks, will make for an improved pedestrian experience. A broadband installation along the riverfront will allow for emergency call boxes, security cameras, and hardline internet access for the transient boat dock.
  • Improvements to the landing near the Transient Boat Dock - The Transient Boat Landing improvements include connecting sidewalks from the floodwall to Greenway Trail, improving traffic control, adding landscaping to prevent erosion and providing shade, wayfinding, and amenities for users of the transient boat dock.
