Woman faces kidnapping charge after allegedly grabbing and luring child to her home with ice cream

BARDWELL, Ky. (WSIL) -- One woman is charged with kidnapping after police said she allegedly grabbed and lured a child into her home with ice cream.

The Carlisle County Sheriff's Office said on September 27, Bardwell Police Department Chief Brandon Marbry was told that Ashley Rafiner, 41 of Bardwell, was seen to have taken a small child into her apartment in Bardwell.

Police said Rafiner is known to local law enforcement for some previous arrests. They also said she doesn't have any small children of her own.

The Carlisle County Sheriff’s Office (CCSO) and Chief Marbry went to the location and said they saw a five-year-old child was in the home.

"The child was able to tell law enforcement which apartment he belonged to, and his grandfather was located," CCSO stated in a release. "His grandfather stated that the child was supposed to be outside playing and that Ms. Rafiner did not have permission to take the child to her residence. The grandfather further stated that he had run Ms. Rafiner off from his apartment approximately 30 minutes prior when she was incoherently yelling and beating on his door."

The sheriff's office also said the child mentioned that Rafiner had ice cream for him in her apartment, then they said she took the child while he was playing outside and into her apartment.

"She was removing the child’s shoes when law enforcement arrived and intervened," CCSO stated in the release. "Ms. Rafiner was obviously under the influence while speaking with law enforcement."

A CCSO deputy then arrested her. Rafiner was then charged with kidnapping, wanton endangerment, endangering the welfare of a minor and alcoholic intoxication.

The sheriff's office also said Rafiner had just pleaded guilty in Carlisle District Court for a public intoxication charge and was out on bond.

This is still under investigation.
