(WSIL) -- Illinois is now officially in Phase 5 of Reopen Illinois Plan. Conventions, festivals and large events can operate without any capacity restrictions.

Herrin Mayor, Steve Frattini, says Phase 5 feels like a crucial step for things to return to normal.

"People are excited to get things going again, moving again, the freedom of movement, things of that nature just really plays a lot into the overall spirit and desires of the community" said, Frattini.

Walt Nieds, owner of Walt's Pizza in Marion, says with restrictions ending they are reopening their dining room to full capacity. Nieds said they have been looking forward to this day for some time.

"It just makes it a little more excitement in the restaurant itself. Sometimes when it's been kind of slower it's a little subdued a little bit. But now that you have other patrons right next to you and we're all talking and having a good time, I see it in their faces that they're all happy to get out." said Nieds.

Because of the closure Neids said they were able to make some renovations to the restaurant.
